第三十八条 电信、金融、互联网等服务提供者应当采取必要措施，监测发现违反国家有关规定的异常注册、控制、使用移动电话卡、物联网卡、电话线路、银行账户、支付账户、网络账号、网络线路等行为，并及时阻断、处置相关卡、号、线路被用于实施网络违法犯罪活动。
